Governments (and governmental units) are using technologies and networks in order to be more efficient and effective to provide better services to the citizen. The information society is transforming everything, and public administrations, governments and the cities that are being governed too. However, technology is only a tool, and technology management and interoperability are key. In this context, the urban habitat, characterized by a big number of individuals and systems, it is -at the same time- a big knowledge container. Open Government and Smart City need a joint and strategic view, aligned with cities' public policies. This characteristic and the technological tools that nowadays exist, allow us explore and experiment new services supported by elements as public-private-people-partnership (PPPP) and Open Innovation.

Apps implementation and open government data use and re-use, are examples of it, and Open & Smart Government are nowadays trends where technology has an important role. In this paper we explore this perspective, with special focus in the open innovation within the city.

El habitat urbano, caracterizado por la concentración de individuos, tiene por otra parte la implicación también de concentración del conocimiento. Esta característica y las herramientas tecnológicas existentes actualmente, permiten explorar y experimentar nuevas soluciones, nuevos servicios, favorecidas por aspectos como la colaboración público privada o la coproducción. La construcción de apps y el uso de datos abiertos son ejemplos que pueden asociarse a ello. En esta ponencia exploramos esta perspectiva, haciendo énfasis en la aplicación del concepto de innovación abierta a la ciudad.

El ámbito de la organización pública difiere enormemente del contexto de la empresa privada. Diferentes elementos como la cultura organizativa, la dependencia de factores políticos, o los diferentes objetivos que organizaciones públicas y privadas persiguen, hacen que los proyectos dentro del sector público tengan peculiaridades y puntos críticos, en ocasiones, también diferentes a los que surgen en el ámbito privado. Los proyectos de gobierno electrónico incorporan además aspectos cuya gestión se hace compleja, hasta el punto que se ha llegado a señalar que sólo un 15% de los proyectos en éste ámbito se consideran conseguidos con éxito (Heeks, 2003). Debido a los aspectos tecnológicos actuales y la presencia cada vez mayor de realidades como la orientación al Open Government o las Smart Cities, dichos proyectos son cada vez más representativos, por lo que se hace especialmente interesante abordar una sesión como ésta, sobre el ámbito de la gestión de proyectos de gobierno electrónico. En la misma se trataron, entre otros, aspectos como barreras, gestión del cambio o gestión en la interoperabilidad en proyectos de gobierno electrónico.

[EN] The Making of Smart Cities: Working Together 

Speech of Carlos E. Jiménez in the ITU/UNESCO Forum on Smart Sustainable Cities 2014. In the presentation he explains the holistic view of IEEE on Smart Cities, including Open Government and Smart Governance, and he explains the IEEE Smart Cities Initiative, as well as the first Pilot in Guadalajara City (Mexico), where IEEE and ITU are collaborating.

[EN] Some key elements for Open Government Accountability and Interoperability

This presentation shows the importance of tecnical elements (Metadata, etc) but specially collaboration as key element from the technical view, where e-Government Interoperability has an important role. It speaks on Open Data and a collaboration group created in Spain between people from public and private organizations, W3C and IEEE in Spain, and the "Open Data Decalogue", as a guide in order to create Open Data. The presentation was included in the track of Best Practices around the world, in this conference organized by World Bank and the US Government in Washington.

[ES] From "Open Government" to "Smart Governance": A Strategic View from the Back Office

El enfoque del Gobierno Abierto sin una perspectiva estratégica no es nada más que acciones puntuales que con el paso del tiempo quedan atrás. Más allá de la perspectiva del front office, donde los principios de transparencia, colaboración o participación han sido especialmente asociados a la interacción con la ciudadanía, la implementación real del gobierno abierto requiere especialmente de políticas públicas aplicadas a elementos clave también desde el back office (sistemas de información, procesos, colaboración interinstitucional, etc) y que serán fundamentales para conseguir ir más allá de las modas, y pensar ya en la próxima etapa de forma sostenida. Esta ponencia aborda la perspectiva estratégica del Open Government desde el back office, especialmente en el contexto de la Smart City, donde elementos como Redes Neuronales, Green IT, Big Data, Smart Grid o Cloud Computing, son abordados como elementos clave desde la perspectiva estratégica para el gobierno abierto.

[EN] Wireless Ecosystems: Towards Intelligent Environments

Wireless systems have experienced relevant growth in the past two decades, being widely adopted transversally in all segments of industrial as well as domestic environments. This broad range of applications has led to the development of a diverse set of standards and systems, spanning from intra-body wireless communication systems to wide area networks, microwave backhauls and satellite communication systems. One of the clear advantages is the high level of mobility and the possibility of ubiquous operation. In addition to the development of wireless systems, the advent of Internet of Things as well as the quest for implementing Smart Cities envisages new communication scenarios, in which a very large number of devices will be providing information in order to interact with the surrounding environment, enabling the optimization of resource management or enhancing user experience, among others. This leads to an heterogeneous wireless environment, in which multiple systems will be operating simultaneously. In this presentation, an overview of these wireless systems will be given, their performance metrics and the challenges in their implementation in complex scenarios. Several examples, from vehicular communications to health monitoring systems will be described in order to give further insight on this topic.
